Last week, the Minister of Justice in Montenegro announced his decision regarding where Do Kwon would be extradited in connection with the Terra/Luna collapse. However, just before the announcement, Kwon filed a surprise appeal, complicating the situation further.
Kwon submitted the appeal on September 25, contesting a Supreme Court ruling made six days earlier, which stated that the Minister of Justice, Bojan Božović, would determine Kwon’s extradition destination.
The appeal sought to halt the extradition proceedings, the Supreme Court ruling, and Božović’s decision-making authority. On October 18, responding to this request, the Constitutional Court temporarily paused Kwon’s extradition “until a final resolution is reached.”

Božović reportedly wasn’t informed of Kwon’s appeal until October 18, 23 days after it was filed.
In reaction to the Constitutional Court’s ruling, the Ministry of Justice stated, “We request that the Constitutional Court expedite this case and that we be informed without delay in the future, allowing us to continue activities initiated regarding this matter.”
The Ministry emphasized that given the complexity and public interest surrounding the case, “effective and prompt communication among government branches and institutions is crucial for making sound decisions that adhere to the Constitution and the law.”
Additionally, the announcement indicated that a written version of the Constitutional Court’s decision had not yet been provided to the Ministry of Justice.
